Ecology plays a major role in determining whether land may be suitable for development. A site may be well located, accessible and supported by planning policy but still require detailed ecological investigation where important habitats, protected species or connected wildlife corridors may be affected.

Ecological planning considers much more than whether wildlife has been seen on the land. It examines habitats, ponds, watercourses, hedgerows, trees, woodland, grassland, species movement, designated nature conservation sites and the relationship between the site and the wider ecological network.

Some sites contain habitats of relatively low ecological value and can accommodate development through proportionate mitigation and enhancement. Other sites may support protected species, priority habitats, ancient woodland or features that substantially influence the developable area, layout, programme and cost of a scheme.

Why Does Ecology Matter When Assessing Land for Development?

Ecology can determine whether development is straightforward, requires specialist mitigation or must be redesigned to protect habitats, species and the wider ecological network.

Councils must consider the ecological consequences of development before granting planning permission or allocating land through a Local Plan. The planning system seeks to protect important habitats and species, avoid unnecessary ecological harm and secure measurable improvements to biodiversity. Ecology can therefore influence whether a site is considered suitable, the amount of land that can be developed and the evidence needed to support a proposal.

Ecological constraints vary considerably between sites. Intensively managed arable land or improved grassland may have relatively limited habitat value, although its boundaries may still contain mature hedgerows, trees, ditches or ponds of importance. Land that appears unremarkable during a brief visit may nevertheless provide feeding, sheltering, commuting or breeding habitat for protected species.

Bats may use mature trees, buildings and hedgerows; great crested newts may be associated with ponds within or beyond the site; badgers may have setts in field boundaries or woodland; reptiles may occupy rough grassland and scrub; and nesting birds may use trees, hedges, buildings or open ground. The absence of an obvious sighting does not demonstrate that ecological constraints are absent.

Ecology should not be treated only as an obstacle. A well-designed development can retain valuable habitats, strengthen hedgerows, create ponds and meadows, provide connected green corridors and deliver new habitats through Biodiversity Net Gain. Ecological features can also contribute to drainage, landscape structure, recreation and the overall quality and marketability of a scheme.

Early assessment is important because many ecological surveys are seasonally restricted. Discovering late in the planning process that bat, great crested newt, dormouse, reptile or breeding bird surveys are needed can delay an application for months. Early advice allows surveys to be programmed, constraints to be mapped and the development layout to respond before substantial design work is undertaken.

Ecology also matters during Local Plan promotion and Call for Sites exercises. Councils compare potential development locations against nature conservation designations, habitat networks and likely mitigation requirements. A landowner who can demonstrate that ecological constraints have been identified and can be appropriately addressed will usually present a more credible and deliverable planning case.

Ecological assessment should begin before the developable area and masterplan are fixed. The most effective schemes avoid the most valuable habitats, retain connected green infrastructure and integrate mitigation and enhancement into the design from the outset.

Ecological Factors That Can Influence Development Potential

Ecological assessments examine habitats, protected species, designated sites and ecological connectivity. The significance of these features helps determine the developable area, survey requirements, mitigation strategy and likelihood of obtaining planning permission.

Protected Species

Bats, great crested newts, badgers, dormice, reptiles, nesting birds and other protected species can affect site layout, demolition, vegetation clearance and construction timing. Species-specific surveys may be needed to establish presence, population importance and the mitigation or licensing requirements associated with development.

Priority Habitats

Species-rich grassland, deciduous woodland, traditional orchards, wetlands, heathland and other priority habitats can carry substantial ecological value. Development should seek to avoid their loss, retain appropriate buffers and demonstrate that any unavoidable effects have been minimised, mitigated and compensated.

Ancient Woodland and Veteran Trees

Ancient woodland and ancient or veteran trees are irreplaceable habitats. Their presence can require substantial stand-off distances and may strongly influence the development boundary. Effects from lighting, drainage, recreation, pollution and construction must be considered as well as the direct loss of trees or woodland.

Ponds and Watercourses

Ponds, streams, ditches and rivers may support aquatic habitats, amphibians, water voles, otters and invertebrates. They can also connect habitats across the wider landscape. Appropriate buffers, pollution controls and drainage design may be required, with ponds often triggering consideration of great crested newt surveys.

Trees and Hedgerows

Mature trees and hedgerows provide nesting, roosting, feeding and commuting habitat. They may also form important landscape boundaries and ecological corridors. Access points, roads, visibility splays and development parcels should be designed to minimise removals and maintain meaningful links between retained habitats.

Habitat Connectivity

A habitat can be important because of the connection it provides rather than its condition in isolation. Hedgerows, watercourses, woodland edges and grassland strips allow wildlife to move through the landscape. Development that fragments these routes may require wider green corridors, dark zones or alternative connections.

Statutory Nature Designations

Sites of Special Scientific Interest, Special Areas of Conservation, Special Protection Areas, Ramsar sites and National Nature Reserves receive strong protection. Development within their influence may require detailed impact assessment, consultation and evidence demonstrating that designated features will not be adversely affected.

Local Wildlife Sites

Local Wildlife Sites, Local Nature Reserves and other non-statutory designations can still carry significant weight in planning decisions. Local environmental records may also identify notable habitats or species near the land, helping determine whether more detailed surveys and protective measures are required.

Biodiversity Net Gain

Most qualifying developments must deliver a measurable Biodiversity Net Gain. The habitat baseline, proposed losses, retained habitats and new habitat creation are assessed using the statutory biodiversity metric. The requirement can affect land take, layout, management obligations, off-site provision and development viability.

What is a Preliminary Ecological Appraisal?

A Preliminary Ecological Appraisal, commonly referred to as a PEA, is normally the starting point for understanding the habitats, protected species and ecological constraints affecting land.

Desktop Ecological Review

The appraisal will normally begin with a desktop review of available ecological information. This may include statutory nature conservation sites, Local Wildlife Sites, ancient woodland, priority habitats, ponds, watercourses, protected species records and existing ecological networks within the surrounding area.

Site Habitat Survey

A suitably qualified ecologist will normally visit the site to identify and map the habitats present. The survey may record grassland, woodland, hedgerows, scrub, ponds, ditches, buildings, trees, bare ground and other features capable of supporting wildlife. The condition and ecological importance of these habitats will also be considered.

Protected Species Potential

The PEA will identify whether the land contains features capable of supporting protected or notable species. These may include bat roosts, badger setts, breeding birds, reptiles, amphibians, dormice, otters, water voles or invertebrates. The appraisal does not always confirm whether a species is present, but it determines whether further surveys are reasonably required.

Initial Constraints and Opportunities

The appraisal should identify the principal ecological constraints affecting the site and explain how these may influence the development layout. It may also identify opportunities to retain habitats, strengthen wildlife corridors, create new ponds, establish species-rich grassland and deliver Biodiversity Net Gain.

A Preliminary Ecological Appraisal should be commissioned before the development layout is fixed. Its purpose is to ensure that the masterplan responds to ecological constraints rather than attempting to resolve them after buildings, roads and access arrangements have already been designed.

What is a Preliminary Impact Assessment?

A Preliminary Impact Assessment, sometimes referred to as a PIA, considers how the proposed development may affect the ecological features identified through the initial appraisal and what measures may be required to address those effects.

What the PIA Considers

The assessment examines the likely relationship between the proposed development and the site's ecological receptors. It should consider direct habitat loss, disturbance, fragmentation, lighting, increased recreational pressure, construction effects and changes to drainage or habitat connectivity.

  • Potential effects on protected and notable species.
  • Changes to wildlife corridors and habitat connectivity.
  • The likely need for avoidance, mitigation or compensation.

How the PIA Informs Development

The findings can help determine whether the proposed development area is realistic and whether important ecological features need to be excluded from the developable land. The assessment can also guide the scope of later surveys and technical evidence.

The terminology used by ecological consultants can vary. Some reports incorporate the preliminary impact assessment within the PEA, while others prepare a separate PIA or proceed directly to an Ecological Impact Assessment. The required level of evidence should be agreed according to the scale and sensitivity of the proposal.

What Ecological Assessments May Be Needed?

The assessments required will depend on the habitats present, the likelihood of protected species, the scale of development and the potential effects on designated sites and wider ecological networks.

Preliminary Ecological Appraisal

The PEA identifies the habitats present, assesses their ecological importance, considers the potential for protected species and recommends further surveys. It is normally the first specialist ecology report commissioned for a potential development site.

Preliminary Impact Assessment

A PIA examines the likely effects of development on the ecological features identified and sets out the initial avoidance, mitigation, compensation and enhancement measures that may be necessary.

Ecological Impact Assessment

An Ecological Impact Assessment, or EcIA, is a more detailed assessment normally required for larger or ecologically sensitive developments. It evaluates the significance of ecological effects and explains how the mitigation hierarchy has been applied.

UK Habitat Classification Survey

A UK Habitat Classification survey records and maps habitats using a standardised system. The information can support the PEA, EcIA and Biodiversity Net Gain calculation by establishing the type, area, condition and strategic importance of habitats.

Protected Species Surveys

Targeted surveys may be needed where the site contains suitable habitat for legally protected species. The survey methods, number of visits and appropriate season will depend on the species and the nature of the potential impact.

Biodiversity Net Gain Assessment

A Biodiversity Net Gain assessment calculates the existing habitat value of the land and compares it with the habitat value proposed after development. It helps establish whether the required net gain can be delivered on-site or whether off-site provision may be needed.

Arboricultural and Hedgerow Surveys

Tree and hedgerow surveys may be required where development could affect mature trees, woodland, veteran trees or important field boundaries. These features can have ecological, landscape, heritage and arboricultural importance.

Habitats Regulations Assessment Evidence

Development that may affect a Special Area of Conservation, Special Protection Area or Ramsar site may require information to support a Habitats Regulations Assessment. This can include consideration of recreational pressure, air quality, water quality and habitat disturbance.

What Protected Species Surveys Might Be Required?

Protected species surveys are normally required only where suitable habitat is present and the proposed development could affect the species or its resting, breeding or foraging habitat.

Bat Surveys

Buildings and trees may require preliminary roost assessments where they contain features suitable for bats. Further emergence or activity surveys may then be required. Lighting proposals may also need to protect bat commuting and foraging routes.

Great Crested Newt Surveys

Ponds within or near the site may need to be assessed for their suitability to support great crested newts. Environmental DNA sampling, population surveys or a district-level licensing approach may be appropriate depending on the location and development effects.

Badger Surveys

Surveys may identify badger setts, paths, feeding signs and territorial activity. A development layout may need to retain appropriate buffers, protect active setts and avoid severing established movement routes.

Otter and Water Vole Surveys

Land adjoining rivers, streams, ditches or wetlands may require surveys for otters and water voles. Development should normally protect riparian corridors and avoid unnecessary disturbance, lighting or habitat fragmentation.

Reptile Surveys

Rough grassland, scrub, embankments, field margins and brownfield land can provide suitable reptile habitat. Surveys may be required where development could remove or isolate these areas.

Breeding Bird Surveys

Sites containing hedgerows, woodland, scrub, wetland or open farmland may support breeding birds. Specialist surveys may be required where important species or substantial habitat loss could be involved.

Dormouse Surveys

Woodland, scrub and connected species-rich hedgerows may provide suitable dormouse habitat in parts of England. Survey work can take several months and may affect both the layout and timing of a planning application.

Invertebrate Surveys

Species-rich grassland, veteran trees, wetlands, heathland and previously developed land may support notable invertebrate populations. Targeted surveys may be required where habitats of particular quality or rarity are present.

Aquatic Ecology Surveys

Development affecting ponds, streams, rivers or drainage channels may require aquatic habitat, fish, amphibian or macroinvertebrate assessment. Drainage and pollution controls may also form an important part of the mitigation strategy.

Why Are Ecological Survey Seasons Important?

Many ecological surveys can only be undertaken reliably during particular months of the year. Missing a survey window can delay a planning application or leave the council without enough information to determine the proposal.


The appropriate survey period depends on the species, habitat and purpose of the survey. Habitat surveys can often be undertaken throughout much of the year, although botanical identification may be less reliable during winter. Bat activity, breeding bird, reptile, dormouse and great crested newt surveys are normally restricted to recognised seasonal windows.

Survey timing can be especially important for landowners preparing a planning application or promoting land through the Local Plan process. If an initial appraisal identifies the need for several protected species surveys, it may take a full survey season or longer to assemble the evidence required.

Councils are often unable to defer essential ecological information until after planning permission has been granted. Where the presence or absence of a protected species could affect whether permission should be given, the relevant survey evidence will normally need to accompany the application.

Early ecological advice can therefore prevent unnecessary delay. A landowner who commissions a PEA before finalising the planning programme can identify the surveys required and ensure that work is undertaken during the correct season.

What is Biodiversity Net Gain?

Biodiversity Net Gain requires development to leave biodiversity in a measurably better condition than it was before the development took place.

Measuring Existing Habitat Value

The biodiversity value of a site is calculated using a statutory biodiversity metric. Habitats are assessed according to matters such as their type, size, distinctiveness, condition and strategic significance.

Land containing higher-value habitats may generate a greater number of existing biodiversity units. Removing or damaging those habitats can therefore create a substantial replacement requirement and may significantly reduce the developable area.

Delivering Habitat Improvements

Biodiversity improvements may be delivered by creating new woodland, hedgerows, ponds, species-rich grassland, wetland, scrub or other habitats within the development site. Existing habitats may also be retained and improved.

The proposed habitats must be realistic, appropriately located and capable of being maintained for the required long-term period. Habitat creation should therefore be integrated into the development layout and financial appraisal from the outset.

On-Site and Off-Site Provision

The preferred approach is generally to avoid habitat loss and deliver the necessary gain within the development site. This can support green infrastructure, drainage, landscape mitigation and recreational objectives.

Where the full requirement cannot be achieved on-site, off-site biodiversity units may sometimes be secured. The availability and cost of suitable off-site provision should not be assumed without investigation.

Long-Term Habitat Management

Biodiversity Net Gain is not achieved simply by planting habitats at the end of construction. The habitats must be established, monitored and managed so that they reach the condition assumed within the biodiversity calculation.

A habitat management and monitoring plan will normally explain how the habitats are to be created, maintained, inspected and remedied if the anticipated ecological outcomes are not achieved.

Biodiversity Net Gain can materially affect development capacity and viability. Land needed for habitat retention, enhancement and creation may reduce the area available for housing, roads or commercial floorspace. These requirements should be considered before assumptions are made about the number of units that can be delivered.

How Can Ecological Effects Be Reduced?

Ecological mitigation should follow a clear hierarchy: avoid harm wherever possible, minimise unavoidable effects, restore affected habitats and compensate only where remaining impacts cannot reasonably be addressed on-site.

Avoid Important Habitats

The strongest form of mitigation is to exclude important woodland, ponds, hedgerows, species-rich grassland and other sensitive habitats from the development area.

Provide Ecological Buffers

Appropriate undeveloped buffers can protect woodland, watercourses, hedgerows, trees, badger setts and other ecological features from construction and operational disturbance.

Retain Wildlife Corridors

Connected hedgerows, woodland edges, streams and green corridors should be retained so that wildlife can continue to move through and beyond the development.

Sensitive Lighting

Lighting should be designed to avoid unnecessary illumination of bat routes, woodland, hedgerows, ponds, watercourses and other sensitive habitats.

Control Construction Timing

Vegetation clearance, demolition and other works may need to avoid sensitive periods such as the bird nesting season or periods when protected species are particularly vulnerable.

Create New Habitats

Ponds, wetlands, species-rich grassland, native woodland, scrub and new hedgerows can provide ecological compensation and contribute towards Biodiversity Net Gain.

Species Features

Bat boxes, bird boxes, hedgehog gaps, hibernacula and other species features can be incorporated where they are appropriate to the site and supported by ecological advice.

Construction Management

A Construction Environmental Management Plan can control vegetation removal, pollution, excavation, storage, fencing, lighting and the protection of retained habitats.

Long-Term Management

Ecological habitats require appropriate long-term management, monitoring and funding to ensure that mitigation and biodiversity objectives continue to be achieved.

Ecology, Local Plans and Site Allocations

Ecology can play an important role when councils decide which sites should be allocated for future development. Potential housing and employment sites are commonly assessed against statutory designations, Local Wildlife Sites, ancient woodland, priority habitats, ecological networks, protected species and the potential to achieve Biodiversity Net Gain.

A site containing ecological constraints will not necessarily be rejected. The council should consider the importance of the ecological feature, the likely development effects and whether harm can be avoided or mitigated through a suitable development layout.

Landowners promoting sites through a Call for Sites, HELAA or SHLAA process may benefit from providing proportionate ecological information. A high-level constraints plan or Preliminary Ecological Appraisal can demonstrate that the principal habitats are understood and that a realistic development area has been identified.

Ecological evidence can also identify positive opportunities. Land around development may be used to strengthen strategic habitat networks, restore hedgerows, establish woodland, create wetlands and connect previously fragmented habitats.

Councils will normally be more confident in a site where ecological constraints have been considered early and incorporated into the proposed development strategy. Conversely, a submission that assumes the entire landholding can be developed without accounting for habitats or protected species may be considered unrealistic.

Development may be difficult to justify where the land contains irreplaceable or highly important habitats, affects a protected site or would result in ecological harm that cannot be adequately addressed.

  • Development would result in the loss of ancient woodland.
  • Veteran trees or irreplaceable habitats would be damaged.
  • A protected nature site would be adversely affected.
  • Essential wildlife corridors would be fragmented or severed.
  • The required mitigation or compensation is not deliverable.

How Can Ecology Affect Development Capacity and Land Value?

Ecology can affect both the amount of land available for development and the cost of bringing a planning application forward. A site may need to retain woodland, hedgerows, ponds, watercourses, habitat buffers and wildlife corridors, reducing the net area available for housing, roads or commercial development.

Protected species surveys, specialist reports, mitigation licences, habitat creation and long-term management can also increase development costs. Where surveys must be undertaken during specific seasons, ecology may affect the planning programme and the timing of land receipts.

Biodiversity Net Gain can have a particularly important effect on development capacity. Land may need to be set aside for habitat creation or enhancement, and off-site biodiversity units may represent an additional cost where sufficient net gain cannot be achieved within the development.

Ecological features can also create value. Mature trees, woodland walks, ponds, wetlands and attractive green corridors can improve the quality, character and marketability of a development. Homes overlooking well-designed green infrastructure may be more desirable than a scheme that seeks to maximise density without creating an attractive environment.

Development land should therefore be valued according to its realistic net developable area, ecological obligations, infrastructure requirements, planning risks and the probable number of units that can be delivered. An early ecological review can help avoid overestimating site capacity and land value.

What is a Preliminary Ecological Appraisal?

A Preliminary Ecological Appraisal, or PEA, is an initial ecological assessment of a site. It normally includes a desktop study, habitat survey and review of the potential for protected species. The report identifies the principal ecological constraints and opportunities, explains whether further surveys may be required and provides early advice on how the development layout should respond.

What is a Preliminary Impact Assessment?

A Preliminary Impact Assessment, or PIA, considers how a proposed development could affect habitats, protected species and ecological networks identified during the initial appraisal. It can identify direct habitat loss, disturbance, fragmentation, lighting effects and other impacts while recommending appropriate avoidance, mitigation, compensation and enhancement measures.

Is a Preliminary Ecological Appraisal needed for every development?

Not every development requires the same level of ecological evidence, but a PEA is commonly requested where land contains vegetation, trees, hedgerows, ponds, watercourses, buildings or habitats that may support wildlife. The assessment is particularly important for major residential development, rural sites and land close to designated ecological areas.

Can ecology prevent planning permission?

Yes. Planning permission can be refused where development would cause unacceptable harm to protected sites, irreplaceable habitats, protected species or important ecological networks. However, many ecological effects can be avoided or reduced through a revised development area, appropriate buffers, sensitive lighting, habitat creation and long-term ecological management. What protected species surveys might be required?

The surveys required depend on the habitats and features present. They may include surveys for bats, great crested newts, badgers, reptiles, breeding birds, dormice, otters, water voles or notable invertebrates. An ecologist should first assess whether suitable habitat exists and whether the proposed development could reasonably affect the species.

What is Biodiversity Net Gain?

Biodiversity Net Gain requires development to leave biodiversity in a measurably better condition than before. Existing habitats are assessed using the statutory biodiversity metric and compared with the habitats proposed after development. The requirement may be delivered through retaining and enhancing existing habitats, creating new habitats within the site or, where necessary, securing appropriate off-site biodiversity units.

Can part of an ecologically sensitive site still be developed?

Yes. Ecological sensitivity can vary considerably across a landholding. Important woodland, ponds, hedgerows, watercourses or species-rich habitats may need to be retained, while areas of lower ecological value may have greater development potential. An ecology-led masterplan can identify a realistic developable area and use the remaining land for habitat protection, biodiversity enhancement, drainage and green infrastructure.

Why must ecological surveys be completed during particular seasons?

Many species are only active, visible or reliably detectable during certain months. Surveys for bats, great crested newts, breeding birds, reptiles and dormice therefore have recognised seasonal windows. Missing the appropriate period can delay a planning application because the council may be unable to determine whether protected species are present or whether suitable mitigation can be delivered.

Do trees and hedgerows prevent development?

Not necessarily. Trees and hedgerows can constrain access, roads and building positions, particularly where they are protected, ancient, veteran or ecologically important. However, retained vegetation can also provide screening, wildlife corridors, landscape structure and Biodiversity Net Gain. Development is generally more likely to succeed where important trees and hedgerows are incorporated positively into the layout.

How does ecology affect the value of development land?

Ecology can affect the net developable area, the number of homes that may be delivered and the cost of surveys, mitigation, habitat creation and long-term management. These matters can reduce residual land value. However, retained woodland, ponds, mature trees and attractive green corridors may also improve the quality and marketability of the completed development.
