
This tracker identifies verified opportunities to submit land through HELAA, SHLAA, SHELAA and related Call for Sites processes across England. It includes only Local Planning Authorities with confirmed live submission windows or ongoing site submission arrangements.
A Housing and Economic Land Availability Assessment (HELAA), Strategic Housing Land Availability Assessment (SHLAA) or Strategic Housing and Employment Land Availability Assessment (SHELAA) is a technical study used by councils to identify and assess land that may have potential for future development.
The terminology varies between authorities. Some councils publish a HELAA covering housing and employment land, while others retain the older SHLAA name, use SHELAA, Land Availability Assessment or include the assessment within a wider Local Plan evidence base.
These assessments commonly record submitted sites, estimated capacity, constraints, suitability, availability, achievability and potential delivery timescales. Inclusion does not allocate a site or grant planning permission, but the assessment can materially influence later Local Plan site-selection decisions.
This is not a directory of every Local Planning Authority or every historic HELAA and SHLAA publication. It is a focused list of councils and planning bodies where an open submission window, rolling Call for Sites or continuing site-submission arrangement has been identified.
Formal closing dates are shown where the authority has published one. “Rolling” means the authority continues to accept submissions but may defer assessment until a later HELAA, SHLAA or Local Plan update. Always confirm the position on the official council page before submitting.

This tracker records identified open or continuing submission arrangements only. It does not imply that these are the only opportunities in England. Council positions can change without notice, and a submission may be held for a later assessment rather than considered immediately.
Although names and formats differ, most HELAA, SHLAA, SHELAA and Land Availability Assessments follow four broad stages.
The authority gathers potential sites through Calls for Sites, previous submissions, planning records, public land reviews and engagement with landowners, developers and infrastructure providers.
Each site is reviewed against planning policy, access, flood risk, ecology, heritage, landscape, infrastructure, neighbouring uses and other constraints that could affect development.
The authority considers ownership, landowner intentions, viability, market interest, infrastructure requirements and whether development could realistically be delivered within the plan period.
The findings are published in a report, site schedule, maps or interactive database and used as evidence when the council develops its spatial strategy and considers possible site allocations.
A land availability assessment can show whether a site is already known to the planning authority, how it has been assessed and which constraints or delivery concerns may be preventing it from progressing.
A favourable assessment does not guarantee allocation or planning permission. However, it can establish that a site is potentially suitable, available and achievable and can place it within the pool of land considered during preparation of the Local Plan.
An unfavourable or outdated assessment can also be important. Landowners may be able to provide updated ownership information, technical evidence, revised access proposals or a more realistic development concept through a later Call for Sites or Local Plan consultation.
